These rules apply to Noble Bill partners and form part of the registration terms.

1. By registering with Noble Bill, the partner confirms acceptance of these rules.
2. Noble Bill may test partner services. Test requests are not payable.
3. Services, content and activities that violate applicable law are prohibited. Fraud, spam, deceptive pricing, anonymous-message abuse, malware, unauthorized access tools and similar misuse are not allowed.
4. Noble Bill may suspend access, withhold affected revenue or apply other reasonable sanctions when a partner service violates law, third-party rights or these rules.
5. Partner prefixes that receive no requests for 14 calendar days may be deactivated.
6. The partner must provide accurate registration details and keep them current.
7. Settlements are calculated in Russian rubles unless a separate written agreement states otherwise.
8. Partner rewards are normally paid after the reporting period through the configured payout method, subject to fraud and compliance adjustments.
9. Unpaid, fraudulent or non-compliant requests may be deducted before payout.
10. Payment-provider or carrier penalties attributable to a partner may be allocated according to the affected traffic.
11. The partner is responsible for disputes with end users concerning the partner's services and content.
12. Noble Bill is not responsible for the content of requests received from subscribers or responses produced by partner services.
13. These operating rules may be updated. The current published version applies from its effective date.
